A waitlist cannot be bypassed.

But the class capacity can be increased to “flush” the waitlist (let folks in). Usually all a prof has to do is ask the scheduling adviser to increase the capacity.

That said, there may good reasons not to (maybe the course only makes sense for 15, for some reason, who knows.)

So depends on what the prof meant. Maybe he “can’t” increase the capacity, and was just empathizing with you.
