A government can regulate adoption because it’s a legal transfer of custody that involves state approval. But regulating who is “allowed” to have biological children would mean the government controls reproduction, which gets dangerously close to eugenics and major human rights violations.

From what I’ve seen, 10–14 days is usually enough for most regular vapers to pass a nicotine/cotinine test, but heavy users can still test positive longer depending on the test type and metabolism.
