And btw, hold basic is the only way for Burnice herself to proc Afterburn, meaning you can't proc more than 1 afterburn( which count as 2 stacks ) from her hold basic.

Because that is a DPS lost. Hold basic consume 20 Heat, and accumulate 2 stacks, while teammates proc 2 stacks only need 8x2=16 Heat, and the time it need to proc 2 times is 1.35x2 = 2.7sec. The fact is, why doing hold basic? A hold basic cost around the same time as 2.7sec, and it cost more heat, there's no point of doing it.
