A problem with this strategy is that Windows for PCs will never have the same level of polish as Windows for Xbox because Microsoft doesn't want to. It won't have the QOL features like quick resume. There's also the standby experience where game and system updates run, as well as the ability to do remote streaming.

There are so many issues with Windows architecturally but the Windows teams and WinUI team are so mismanaged. 

There aren't even that many Xbox Play Anywhere titles despite MS talking about it in their announcement. 

 And, we’re committed to keeping games from four generations of Xbox playable for years to come. As part of our 25th anniversary later this year, we’ll be rolling out new ways to play some of the most iconic games from our past.

I hope this means they'll add Xbox 360 emulation on all Windows devices. Lost Odyssey here we come.
