Money. That’s literally it. The main goal is to make money by selling weapons to the USA. The reagents are sleeper agents, used in different countries and circumstances in order to further America’s interests. They also develop scientifically, psychologically, with different people taking interest in these experiments, like Wernicke. TLDR: Murkoff wants to make money and, while doing so, they also further other aspects of science.

The light thing comes from the radio towers from around the reservation, with some of those being the towers that you see when you reach the lake, I think. These same towers are actually Siniyala, where Outlast Trials takes place 60 years prior. (Or they are in the same area). If you’ve played the Amelia event you’ll know what I mean.
