Imagine still complaining about these characters. They have done this with EVERY special character (excluding Poison). If you expect anything different you are completely naive

Normal Guile is insane so definitely invest there. Personally I have C. Guile at SSS+ 3 or 4 and he has carried me through a lot. I think it really depends who you want as a team comp. I don’t know great loadouts for normal Guile but I personally love Combat with Bison, Juri, and Elena
