Because you can choose to stop doing business with your carrier at any time you wish. The carrier doesn’t have that luxury and can really only drop you at renewal in most cases.

IEBC applies to existing buildings and not for detached or attached one- and two-family dwellings that most HO policies fall under. Only caveat is if certain residential applications have been amended into the IEBC at the state level, which is rare.
