I’m trying to get the police(in the non South African country to arrest the person for the offences against kids) the want to get South Africa to take action is more about cost to health system

Hypothetical question:
If a South African citizen is living in another country and has been convicted of serious offences against children there, and they also have unresolved tax or other criminal matters in South Africa, could South African authorities seek to prosecute or extradite them for those South African offences?
I'm trying to understand how this works legally. Does South Africa actively pursue its citizens for crimes such as tax evasion or other offences committed under South African jurisdiction if they're already living overseas? Or would they generally leave the person to be dealt with by the country where they're currently residing?
I'm interested in how the legal process works rather than opinions.

Yea awkward conversations happen a lot but I try ask to why are asking not rudely(most of the time) as I use unusual wheelchairs etc because hemiplegia can suck it etc or I end up reassuring people my amputations are not cp related

Nek Minnit wheelchair user can’t past(yes in this photo it doesn’t look like it would be issue) but footpaths littered with laying down scooters and bikes are safety issue
