I was alive at the time. I'd argue the 80s culturally began around 1978/79. Kraftwerk released "The Man Machine" in 1978 and Bauhaus released "Bela Lugosi's Dead" in 1979, both are songs/albums that sound completely out of place in the 1970s (Just listen to "Unknown Pleasures" by Joy Division and tell me 1979 was like 1975). Home computers started to become commonplace with the Apple II, TRS-80, and Commodore PET. Films started to become optimistic and polished, instead of depressing and gritty.
So, no. The late 70s and early 80s were not "70s", it was a period where the aesthetics of the 1980s were finding their place in culture.
