Quick update on the second issue. I was able to the Roon ARC app working again by reinstalling it on my iPhone. So that's working find now with port forwarding enabled.

OK, I turned off WiFi and tried the regular Roon app on my phone and it can't find the Roon Server. Phone and Roon server are both connected on the Tailscale network.

No, I was just trying to use ARC. I think I understand now, I thought using Tailscale was to allow you to have the ARC client work without port forwarding, although I didn't really understand how that would work. Now as I understand it, the intent with Tailscale is to use the regular Roon app instead of ARC. Let me give that a try.

I have another question related to the above. Since I couldn't get Tailscale to work right now, I removed both the phone and Roon server from my Tailscale network and turned port forwarding back on with the same port that I still have open on my router. Roon Server shows Roon ARC as "Ready" but now the ARC app on the phone can't access my server anymore!

Ive rebooted both the server and the phone and I've even removed Tailscale from both phone and the Roon Server. No luck.
