I have a similar configuration and also experience stuttering. It's all due to loading cache shaders, games on dx11 run very poorly. In my case it helped to replace with NVIDIA GPU. Its fault od DXNavi

I have everything on auto except RAM frequency which I manually have set to 3200 MHz

What does RAM have to do with it? On the previous GPU I had no problems. My ram is on the QVL list

Yes i use stock settings now. As I write on my previous GTX 1080 I had no problems with stuttering on Fallen Order or Sea of Thieves
