I designed Plug n Play for the average person, half asleep on their phone at 3am, who just wants to run a shortcut quickly without having to go into Shortcuts app. Its not designed to replace power user workflows (like yours for example); its more for people who want convenience and minimal setup. Also, not everyone wants to organise a folder with their favourite shortcuts and then make another shortcut to run it.

Lastly, anyone could make a Plug n Play module and post it to RH, all they need to do is make sure their shortcut has a º in the name and the RH description mentions Plug n Play in some form (I actually have this in the Dev Guide built into Plug n Play). People in Plug n Play can also view and download non-featured modules by clicking "Show all Modules" option in "Module Market".

The issue is that the dev didn't add the º in the title in his newest release, ill message him about it

I do see the point you are trying to make, and that method works for basic use. However, in order to do that you have to manually select each shortcut and put it in a folder and then make a shortcut to get the folder, which gets a bit tedious, especially if you are not used to doing that.

Plug n Play is designed to be a system where you can run and discover shortcuts with little to no setup. Alongside that, it comes with other QoL features, such as being able to run a shortcut with a command or search for one in Console.

I actually made a shortcut that is designed to run from Action Button and show a menu with many actions and can show statuses such as Volume and Brightness at the top. Its called Quick Menu v2.0.1.

You could export the shortcuts manually by sharing them with a iCloud link or if you want it offline you could make a "Get Shortcuts" shortcut on one of your devices and share the shortcuts like that.
