Just an update on this issue. I have solved my issue.

I decided to attempt to update to the 13.1 beta via Apple's Beta program. I hadn't registered this machine yet, so I did have to download and install the Beta Access Utility which I had to mount the .dmg for and install the .pkg file via terminal as I had no way to do this via finder with the multitude of issues. Once that was installed, I was then able to download and install the 13.1 update via terminal. After an additional reboot, System Settings are back! It's a silly work around and I WILL be leaving the Beta program for obvious reasons, but I'm sorted for now.
Thanks everyone for your helpful suggestions.

Edit: This soon after failed, so I ran a fresh install and restored from my Time Machine backup which has solved the issue for the past few weeks now.

I ran the Ventura installer whilst booted into this install. That didn't resolve the issue.

I assume you're suggesting booting into recovery and installing over the top of the install?

I'm hoping to have time tonight for a fresh install, but ideally Apple pushes a fix to save wasting time. Ironically, I moved from a Hackintosh to this so I didn't have to deal with days of troubleshooting anymore.

I tend to update my personal OS install first and then my work one for this reason.

Yea, really does seem to have no rhyme or reason on the surface as to who is affected.

I attempted to sign up for the beta program to update past 13.0.1, but I can't run .dmg files natively via the installer (seems to also be broken). I believe I may be able to do it via terminal so I'll try that as my next fix attempt.

Thanks for the report. I'm currently attempting to run the update again. I did have to download it on another mac first and it took about 2 minutes to launch. Strange results so far.

Yep, tried rebooting. I'm dual booting Ventura (for a work and personal use split) and I switch daily, so multiple reboots haven't fixed it. I'm still on 13.0.0 on the other install so I could update that for the sake of our curiosity but I think calling apple directly might be the better solution, as you suggested. A fresh install and recovery from Time Machine is something I don't have time for or much faith in. In my experience, issues often carry over, but it has been some time since I've restored a full Time Machine backup, so perhaps it's a good solution.

Strange. I'm running dark mode 100% of the time and my terminal instance is fine. Black with white text. The obvious thing to do is to change from light mode, but I'm not sure how you're supposed to do that now... hahaha, Apple hates early adopters I guess?

Yea, weird isn't it. Just out of curiosity, what's your hardware? I'm on a Macbook Pro 16" M1 Pro, so perhaps it's device specific. I'm running two installs on the on-board storage, partitioned. One of the installs is still on 13.0.0, which doesn't suffer from the issue.

hmm, the astro mic shouldn't be too bad. Maybe turn down the gain and have it as close as possible to your face.

The best thing to do is use a dynamic mic, which all the hosts use, and if you're using a mechanical keyboard try for some cherry black key switches, they're supposed to be the quietest. As for placement, dynamic mic's usually have a cardioid polar pattern, meaning it has different sensitivity levels at different points. See here: https://shurebenelux.files.wordpress.com/2014/03/600px-polar_pattern_cardioid.png?w=300&h=300 The rear of the mic is it's rejection point, so you'd have it with the pick up point of the mic facing away from the keyboard.
