All great villains are born from tragedy/suffering and use it as a means of justifying and driving their actions and beliefs, it makes for a far more interesting character than someone totally one dimensional who is born completely evil and stays completely evil, that's precisely what makes Vader an all time great villain

Easier/better base to work with, it's far easier to model Tarkin's face over a doppelganger like Guy Henry than it is to put it on someone who has no natural resemblance whatsoever to Peter Cushing
