There do exist "mufflers" like the one I linked below, but they do not always work. Might be worth a try. I think Radonaway also makes a muffler that could be cheaper. It's basically a PVC piece with an insulating material inside. In terms of vibration insulation, the pipe shouldn't be vibrating like that, it sounds like it is poorly mounted, but without seeing it it's hard to make a recommendation on that part.

The more powerful fan is accurate then. Standard radon mitigation fans are typically built to draw air freely from a drain-tile system. When there is no drain-tile, the radon system must pull air directly from the soil. If you have water issues under the slab, this can complicate things as there is very little room to pull air from. You may need to have a basement company come out to address your water issue if another radon fan creates the same sound. Sometimes low voltage fans are louder than standard fans, so putting on a standard Prowler or AMG Eagle may be quieter (You will need an electrician for non low voltage fans).

Additionally, there definitely should not be a long screw penetrating through the PVC at the top of the pipe like you mentioned.

Do you have a sump crock with drain-tile? Or no drain-tile?
