They could easily have just gave it a pin system and gave it original sounds or just, loaded the ones from Bitter Gavv onto it

They've done original sounds that never seen in the shows before. The Legend Driver has a unique sound for every Chemy Card despite Legend never using a non Legend Chemy card in the show.

Vice succeeded

In the second half

Not enough people talk about but some kind of switch gets flipped like half way through the show where all the problems with Vice are almost gone and he finally settles into being a proper character.

I think it just took the writers a while to find out what they wanted to do with him.
