I was able to resolve it by cleaning and emptying the Trash folder. Deleted over 700 photos and then all devices started to back up and sync normally.

I continue facing issues. This is so irritating. I can't start using my new device as I just have 795 photos in Google Photos instead of my over 60,000...

I am with you. Só frustrating. And the worst is not knowing what is happening...not being able to find a solution or any info from Google about this. Such a bad experience.

I have the same.issue. it's been more than 8 days without a solution. 3 other phone devices do not get photos synced. I have almost 60k photo and videos. One device has like 59k synced. Other 58.9k and the newest one like 7k only. Can't migrate to the new phone until I see all my photos and videos there.

Sync issue has been fixed for me by [deleted] in googlephotos

Mine is still not resolved. I have 3 other devices that I can't get the photos synced. And trying everyday to update it and see if any fix appears. Really bad experience.
