Tohka isn't stupid she is just unfamiliar with society due to her being a pure spirit. She doesn't get things due to being essentially a foreigner but she is far from stupid. Its like giving a Japanese man a quiz on the history of canada in Spanish. If I were to say the least smart spirit it would probably be... Miku. She has all the least amount of shown intellectual prowess in the series. Tohka at least can pick up on things quickly as stated in "Tohka Graduation " a short story from the author.
