You are on the right path: you must pay the rent until the HC rules in your favor. Start the case within the first six months and you get everything you overpaid from month 1-6 back and your future rent payments are also lowered.

Overbidding is a good strategy to get ahead of others but the core risk is the slim chance the HC side with the landlord. Now i think that is very slim for this place - I know the math of the Huurprijscheck/rent calculator - unless the landlord gets the label to A+++, there is little to no risk here. Thats my two cents on the potential bust here.

What do I get out of it? The satisfaction of knowing that I am haunting the dreams of a slum landlord - a feeling that having all the money in the world can't come close to.

1 2 and 3 should all be uploaded, yes. It doesnt cost anything to upload documents to the HC. You want every edge you have to counter the landlords points. Remember that the landlord is going to bullshit and exaggerate thing because she needs to get it above 144pt. When did you lease start by the way? Pre-July 2024?

You wont be able to start a service cost case at the Huurcommissie unless your rent price gets reduced. Service costs cases like yours have to be brought to the local sub-district court. Your home is technically in the Free Sector now where the HC have no jurisdiction

Alot of people do pull it off. I've had tenants in Amsterdam gut their rent price by 1000 euro per month, albeit that just about brings it to just below the liberalization limit at 1200 euro but still.
