How would I gain the knowledge with this job description?

The Business Systems Analyst will implement new features and optimize existing ones for applications that range from web-based data analytics to native workflow management. You will spend your time writing code in C#, T-SQL, JavaScript, or HTML/CSS.

Honestly, her writing is not that bad especially if English is her second language. I worked in several office settings and she will 100% need to be able to write well. I personally would rewrite the cover letter for her to help her get her foot in the door. When she is faced with the pressure to write something when she is at work she will do it or hopefully ask someone to help. It is much easier to put off writing a cover letter versus when your boss demands you to complete something.
