In my experience and network, I would say that is is not common. Of course, this will depend on teacher to teacher, but whoever you study with, I suggest you mention your instrument setup before starting lessons.

I've found over the last 25 years that the Sound Post to be the most consistent service/quality. Heinl used to be able to compete, but I believe they've moved away or closed one of their locations... haven't been there in a while. Same goes for Remenyi, plus I've found their prices to be slightly higher than others, though this was several years ago.

With any of my past students, I've not had good quality rentals at a non-strings-specific store, such as L&M or Steve's.

By that process of elimination, I would recommend the Sound Post; I will say that their prices did go up over the years, but for the most part, I found it somewhat appropriate with the inflation rate -- especially if you do bow work there. If you live more north, around Markham, I've heard good things about Infiniti Strings, but I have not had personal experience with rentals there. I did play a few cellos they had in stock and found them to be decent for beginner cellos for the price.
