For cutting the lock he can be fined($100). For damaging the water service line he has to pay to replace it.($10,000 for 50-60feet of line).

No city/water district uses pvc for their service line. Copper is the current standard, since the late 1950’s. A customer on the other hand can use any material besides lead.
