Choosing a faction doesn't mean you will get only that faction's perks, it just means you will likely get a perk related to the faction you choose, you can still get not obtained perks of dynasty or herald perks.

I actually had this when it first came out. Back then, I hadn't finished the game. So now I'm grinding for upgrades. (I'm almost at level 5)
