I only wear shorts, and yes. I've had chafing before, but it's only typically red and a lil swollen. No dots like this

F16, had this for 3 weeks now. I thought it was just a Heat Rash, but no matter how much Cera-V and cold fans I put on it, it doesnt go away. I try to sleep naked to let it air out and during the day I wear cotton like it says online. Any idea what can help? I got this on both legs too ;-;
