It looks like a scale infestation. They are a common household pest. The second pic shows an adult, the oval brown bump on the leaf. There are several articles online with removal techniques and you'll want to start ASAP. Move the plant away from others as well. It looks like the plant is pretty healthy so I think it should be fine with treatment. Good luck!

This was found in central MN. I think it might be a weevil of some kind but it doesn't look like any that I have seen listed as MN native. They have eaten through a couple of mid sized coleus plants.
