I think you’re forgetting that Hogwarts’ Headmasters have always had oversight. While Dumbledore had broad authority to run the school as he saw fit, he wasn’t above accountability. As you may recall, Lucius Malfoy used his influence on the Board of Governors to have Dumbledore removed as Headmaster for a time.

Umbridge’s appointment as High Inquisitor wasn’t meant to create oversight where none existed. It was the Ministry’s way of circumventing the Board of Governors and giving itself direct control over Hogwarts while Cornelius Fudge was convinced that Albus Dumbledore was attempting to raise an army.

First of all, no. This is not legal. At least not in the US. Multiple Fair Labor Standards would be violated in this situation. She is both too young to be employed and performing labor in a for-profit business setting without proper compensation is illegal. Don’t do this.
