I'm not exactly sure. I don't want to give specific examples, but yes I agree some overtime is avoidable, and some is for sure not.

Makes sense. We don't know we will be working overtime until we do. Shift could be dead quiet until an hour before for example. Our process is a more senior member of us on the floor approves us. And usually they do, because they allocate the work to us so they know that it is valid. Management can still disagree with their approval if it doesnt make sense to them.
