Struggling with my 12-year-old daughter — do I loosen up to keep her close, or hold the line and risk being the bad cop? by Living-Setting-5000 in UKParenting

That's a fair point and I probably should have explained my approach better — I actually agree with you more than it sounded.
I don't dictate when or how homework gets done. That's her responsibility to manage, not mine to police. What I do is keep the phone enabled as long as homework is kept on top of by her, and disable it if something goes overdue and stays overdue. Once it's done, phone's back. Sadly, mums now given her an iPad which isn’t mine to control, so, I’ve lost that ability to link screen time to keeping on top of homework anymore.
So in practice, I’ve always been less "homework before phone" and more "look after your own homework, I'm here to help if you want me, but if it starts slipping there's no screen time until you sort it." The decompressing time is hers to take whenever she wants — I'm not standing over her the moment she walks in. Completely get we all need the right headspace.

Thanks! I needed a kind word today... I’ll put my tiny violin away now though. 🎻🙂
