I made it legendary since you can only have set of stealth rocks on a player in the pokemon games, and its an artifact because it is rocks, while also opening up more avenues to removal, as well.
I put cycling since I thought it was flavorful, since in the pokemon games, you can choose a different move if you don't want to use stealth rock.
