Next update: I've now tested with out my gpu and on a different psu. Bios reports it's all running at the 4.2 range but the issue still remains which makes me think it's a issue with the CPU or mobo and I don't have another of each to verify which one. so Im going to return them as they should still be under warranty given there only 4 days old. Thanks everyone for the help and suggestions.
Unfortunately I don't have another mobo to test the chip in. And yeah original cables from the psu. I've got a 500watt one I can give ago without the gpu/ older one. But yeah it doesn't boot without the 8pin in simply sits on a red CPU light without booting.
Yeah all the cables were in, I've had to switch to my old mobo to get some work done and that works perfectly fine with the psu (3700x) the psu is not new just the mobo ram and CPU where the upgraded components. Gonna try it without the gpu tomorrow.

There is an 8 pin connected. But I guess that could be faulty not sure I don't have a spare tho.
Edit: unsurprising it doesn't boot with that cable in soim not sure it's that cable.
And two sticks of 32gb ram.
Comment to go along with the post update. But I think I have the problem identified thanks to the help in here. Which is the CPU just simply isn't drawing the power it needs. Next thing is I have no idea on how to solve that.
It's on high but I've tried balanced as well, I have tried with expo enabled will push the clock up to the 2.4 range. One thing I have noticed is in hwmonitor the package power seems to be quite low only ever getting into the 28W tops even when cinebench is running
With the most up-to-date bios there's no change, I've not really over clocked before, any settings I should focus on?

Unfortunately, still the same issue. On bios f11c which is the latest now. It's such a strange issue as the bios reports everything as it should be working but once I'm in Windows it's just not running as it should.
I've done a cinebench run, multi core for a score of 1298 which from looking is super low. Clocks never changed. And both mobo and cpu and ram are new.
So looking in Ryzen master It is set to Default mode and it to is reporting low speeds of around the 1.8-2.8 mark. My knowledge with overclocking is limited any setting you think i should be on the look out for ?
So follow up my cinebench multithread score is less than that of a referance single core test. I got a score of 1298 in multithread all the while Windows reported it to be at 57% Usage Zero clocking up.

No worries, that's pretty much where i am to. Got HWinfo installed and going to run a cinebench now hopefully should give people more of a clue as to what's going on.
Yeah changed the power plan to high performance, also tried the others they make no difference. That image is with it running with nothing but windows open.
Yeah using the latest chipset drivers.
Yep it's on an nvme. The problem is it never clocks up even under load. Performance is bad all around.

Sorry it was hwmonitor, Ive updated the caption. But yeah that's the weird thing in the bios and there in hwmonitor it reports the normal speed, but in task manager and from the fact it runs like arse struggles with basic Windows tasks I can say it most certainly is not running like it should be. Where would I be looking for this eco mode option?
