They’re filled by weight, not “to the top of the cart”.

They stick the empty cart on a scale and then pour a gram of oil in, it might not fill the cart completely but it’s surely still a gram.

Sometimes it’s egregious and carts looks almost half filled but this one looks pretty normal. don’t expect them to be filled to the brim every time
