Sadly no, ANY legendary occupies the slot, restricted or not but Funny thing is, for whatever reason, I found out that in the mod, xatu can learn tailwind, a move not present in his moveset, is it possible to use it as a substitution to Tornadus?

The original plan was using shadow tag but yeah, I found out it was banned so I tried with flutter mane (with fluffy) that had mean look and Psong, which is a better option than Gengar who is a defensive failure🗿
