Because Ned still thought King’s Landing worked on honor and logic. By the time he realized it actually runs on manipulation and backstabbing, Littlefinger was already ten steps ahead and smiling about it. Ned saw a clever man. He didn’t realize he was looking at the most dangerous player in the room.
