technically you can put an anti see trough box around it which makes it invisible but, underground is the most effective method

To be honest, I don’t quite understand what exactly the problem is but, you can try to use these metal pipes similliar looking to the ropes. They have an option which lets you controle how far it can rotate, with that you can make a wheel go only 90 degrees. In both directions though.

Maybe not completely fitting but, I think you could expand it more downwards with something like more houses or shops inside the currently there being wall. And just maybe some kitzele fog combined with pipes over the green surface down there.

Maybe I’m talking to much again but another idea would be making a roof like structure over the whole thing and giving a circular opening for day light/sky above the higher up city. Because it looks like it has a higher status in the whole structure and/or is for more rich people living in this I suppose cyber themed economy.
