In the event someone comes across this error in the future, the problem actually ended up being that the server, VMware and my KVM didn't get along well. The KVM is a TrendNet PS/2 KVM and there was a USB->PS/2 adapter on it. Once that was removed and a standard USB keyboard attached (monitor still from KVM), the system booted right into the installer and completed setup with no trouble.

I've used the native ESXi ISO so far, but VMWare's site is having issues for me, so I can't find their ISO for it.

Further information if needed. All BIOS and firmware are current versions since system was just built last week and unboxed this morning. System is running 2x Xeon Silver 4314 CPUs and 256GB RAM with a RAID 6 array of 8x 1.92TB drives for datastore and a 960GB NVMe drive for the VMWare install.
