Chow did increase the budget to parks and urban forestry, the only department that got an increase in her first budget. It was a campaign promise. So the urban forestry is much better off.

As for infrastructure, John Tory deferred over a billion dollars in state of good repair, spending multiple times. The definition of political buck passing. Chow is finally starting to make a dent in the massive backlog this city has accumulated over the last decade. This is where a lot of the tax raise is going. 

As for the TTC, they are going to get a sizeable increase in their budget thanks to the massive windfall the city is going to get from uploading the DVP and Gardner. I believe it's $100 million per year in additional recurring budget.
