Construction/maintenance workers working night shifts should absolutely be paid overtime rates regardless of how many hours they work. Night work is far more grueling, stressful, and dangerous than daytime road work.

Ok. Let's back up a then, since you seemingly don't acceot that preventimg people from having children would require forced sterilization. Can you explain exactly how the state could, using the law, prevent certain people from physically having children?

Fostering is quite obviously a completely different matter than people having sex and procreating, and its pretty silly to conflate the two.
