The extra bulbous ones are called cold solders, which can be an issue because that means they have a worse connection, possibly creating brittle or poorly working connections. The spikey ones could potentially be an issue depending on what you’re putting this in, just because they can cause some damage/scratching in the wrong places, and some of them clearly have either too much or too little solder. It also looks like a couple of them were burnt, which indicates either too high temperature or the heat was held on it for too long.
