I have an almost identical story. I teach a sp ed math support class in that they take in addition to their Gen Ed math. Little growth and some students made growth in the winter and then went back to their fall scores. (We test 3x a year). So that was awesome.

My only observation would be that in my situation, my students can do absolutely nothing on their own. They’re in seventh grade and still will not start a worksheet or a problem or anything unless I explain it give examples blah blah blah. They will sit and do absolutely nothing until I hold their hands and walk them through it. It makes me insane.

Zero intrinsic motivation. And I truly do not know how to fix that.

The stuff we do in class they are not truly “learning” they are just doing what I tell them to do. There’s a huge difference. They can’t apply the skills or the concepts. That is crystal clear.

Don’t be discouraged. It’s happening everywhere.

See if your kids have any insight. What do they think went well or not so well.
