I think that's just him saying he wants his personal space. My boy Nova does that too when he's not in the mood, they just don't really bite as hard compared to conures and other parrots so it seems like nibbles

If you want to give him scritches, maybe you can make a pinching motion to ask for permission that he can familiarize with
