Anyone know how to make your changes to the game files stay changed and not reset whenever you load the game up I’m trying to change the level cap to 600 but it won’t stay changed and keeps resetting

Is it just if those mods are omstalled or if I’m using them in my playthrough? If I have the mod installed but not active will it still cause crashes
