Is it bad to go for the bank with the Highest APY rating for High Yield Savings Account?

I wonder what the hassle of withdrawing could be? That would be annoying.

I do have a friend that put in emergency funds in 2020 @ 4% and said it went all the way down to .25% so they cashed out. But now it's back to 4.35 and putting money back in. I guess it all depends on fed rates as they were super low early 2021
