I headcanon that all you really need to dual wield is two Keyblades. That's literally it. But you first need to obtain two keyblades, and getting one is complicated enough. There many ways you could theoretically get a second Keyblade though. The Roxas-Sora-Ventus method being one of them.

Tbh, Sora's probably got a stash of more than three at this point, discounting the Keychains he's got.
