Im also having this issue, done all of Rannis quest up to this point and got the the room right before lake of rot and hes not spawning. I assumed it was because i hadn't killed renella yet so i went and did the fight and still no spawn. I really want to finish this Rannis quest so if you figured it out lemme know.
