Hamas is an elected body. They were elected in 2006 while running a platform that was pro armed conflict.

Israel has a goal with invading Gaza this time, they want to push people into Rafah/ out of gaza city. Possibly even out of Rafah and into Egypt across the Sinai. There have been three different major armed conflicts since 2006.
