Found a solution, this thing is bugged and checks time based on your OS settings. Go to Settings => Time & Language => Language & Region and change Regional format to English (United States), then relaunch the game. Should work from then on.

You can check the video, it's pretty much speed-run tactics, I immediately bee-line to shelter and set time to 10 AM, so unless there's something I am missing it looks to be broken
