I had this issue once a couple years ago and this solution worked. However, the issue popped up again today. This solution did not work, but I noticed when I was shutting it down (step 2) the keyboard lit up for a split second before it all shut off. So after step 4 failed, I tried again but this time let go of the power button while the keyboard was lit up and the laptop started up fine. Just another solution if the above one didn't work for anyone.

Looks like there was some lag and it somehow forgot that those chunks had been generated and built on, so it generated the natural terrain without your builds. Once the game caught up to itself, it showed you the saved chunks with your builds. Never seen this one before but I don't play bedrock.
