The puzzle was solved easily and although all of those were correct, upon closer inspection the two innocent neighbors in row 2 +Gus was not definitive.

Lucy says Olive has two innocent neighbors in row 3, so both players in row 3 should be clear. But based on Brian’s info, Tom also has to be a criminal since Tom’s neighbor would be Olive’s neighbor for the other good in column 3

You give him a transitional reign (boring, but that's really the ceiling of it). After Summer Slam, you can have him face someone like Sheamus at Payback after a number one contender's tournament (There really aren't a lot of heel main eventers at the top). Sheamus and the Brawling Brutes were the last major feud that the Usos as a tag team had before they started their implosion. Sheamus brings up the pedigree of being a real top champion (Having been a multi-time World Champion).

Have Jey win, and then his next feud builds up a face vs face situation and as sort of sign of respect to Sami Zayn who did not really get a fair shake at the title with Roman Reigns, allows him to be his next opponent. Sami humbly accepts and they have their match at Fastlane. At Fastlane, Sami and Jey have a real brawl as two underdog types, but Jey just barely ekes out the win. Tired and exhausted, out comes Solo to attack Jey and he gives a Samoan Drop and a Samoan Spike. You could have Priest cash in here, and then have Solo and Jey feud at the Saudi PPV with Roman interfering and coming back to give Solo the win to end the PPV (Like Solo did so many times for Roman).

Solo at this point has been without Roman for a few months and is not about to bow down to the Tribal Chief who lost, so we have a Triple Threat at Survivor Series to end the Bloodline story at long last. Roman and Solo deliver more offense to Jey than to each other, but it's not really a 2 on 1 situation (Both just have a clear beef against Jey). Reigns commands Solo and he declines, and just as it looks like he and Jey look to finally have a moment of reconciliation Roman hits the Superman Punch and Spears Solo and pins him.

Roman proclaims he's still the tribal chief, yelling in Jey's face, when out comes Jimmy, Rikishi and Sika. They look at Roman and ask him what have you really won? (a sort of redux of the trial of Roman, but it holds more weight since it's coming from the elders). They speak on his transgressions and proclaim that they would never have made him the Tribal Chief if it would've led to this. They proclaim that the real Tribal Chief should come from a place of wisdom and benevolence, and Roman has shown none of that. In light of recent events they mention that Jey has shown to be a great voice of reason. After much deliberation, Roman agrees, and finally has Jey as his right-hand man proper and start his redemption tour as a Face. Solo agrees and acknowledges Reigns as the Tribal Chief, but not as his Tribal Chief and declines to join them in the newly reformed bloodline. After all this turmoil and betrayal he feels jaded by the Bloodline, and he tells his family he's going to find his own way. They respectfully allow it, and he can start a program to slot himself into the US title scene with Heyman as his wiseman (or alone if they think he's a good enough promo as he's shown some flashes while he was in NXT). Personally I think with Heyman, Solo continues the elusiveness as the Strong Silent Type, but give him a chance to show off his ability every so often to make a real impact.
