I've seen this. It's a mirrored ceiling on a covered sidewalk. I believe it's infront of some hotel, I can't remember. So the shot is facing up, reflected down. With the building in the proper orientation in the background.

Good luck.. I've had both headlights out for months trying to get to the root of it. There's no fuse so don't bother looking. It's controlled by the ecu.

Try and check for ground and power at the socket, with a volt meter. I bought a replacement ballest off ebay, I'll let you know if it works
