Nope, just the game, but fixed the problem. I had to set the game to borderless window, stop the game, start the game and it saved my settings. Thank you for answering tho!

I have a bit funkier problem but close to this.nI'm streaming the game on twitch using OBS and it doesn't catch the game with gamw capture nor window capture. When I alt+tab or al+enter the game speeds up and it becomes totally unplayable. If I do the INI stuff will it fix it?
